The rationale behind the GES new promotion process for the service
Two teacher unions and many teachers have hailed the decision of the Ghana Education Service (GES) to revise its promotion process when the new method was announced in February 2020
The National Association of Graduate Teachers (NAGRAT), the Coalition of Concerned Teachers, Ghana (CCT-G) and some teachers expressed their satisfaction with the decision to switch from interviewing teachers to the writing of aptitude tests as the method to grade them for promotion.
Apart from aiming at an effective and efficient process, the GES believes that the new process will speed up the promotion process and remove all the bottlenecks that hampered the old system.

The GES has nearly 350,000 staff who meet the minimum criteria for promotion to higher ranks.
Applications from these staff means more work for the officers in charge of the process.
To ensure the service does it work, it sets up about 150 panels across the country with each panel having five members. The panels are tasked with the interviewing of applicants.
This means approximately each of the 150 panels interviews 2333 applicants each year over 292 days, which translates into a maximum of eight (8) applicants a day people a day according to the PSC regulations.
The old system delayed the promotion process, creating a backlog of GES staff waiting to be promoted.
Results of the above time-consuming and cumbersome process led to the introduction of the aptitude test. The numerous petitions that followed the release of the results further informed the choice.
