Teachers cry as GES refuses to Upgrade them to Principal Superintendent Rank
Pre-Tertiary Education Schools teachers in public schools who are due for upgrading to Principal Superintendent Rank have lamented over the Ghana Education Service (GES) refusal to act in their favour.
The service seems to be unwilling to recognize their Degree Certificates, which will enable them to rise to the new position.
According to the teachers affected, the GES said they failed to obtain clearance before embarking on their degree studies on various tertiary institutions. Some of the obtained degrees were through Distance or Sandwich programmes.

The teachers argued that their decision to upgrade themselves through the Distance or Sandwich did not in any way affect the academic calendar, which makes it unnecessary for them to seek permission from the GES before enrolling.
The Ghana Education Service, however, has a policy that spells out that teachers seeking to upgrade themselves must seek approval before embarking on such a venture. Many teachers have in the past faced similar challenges. The rules on the above may need a second look from now on.
The affected teachers also argued that they have been indebted financially since they accessed credit facilities to enable them to pursue the upgrade.
Statement on Upgrading to Principal Superintendent Rank by the teachers
With reference to a previous letter dated 3rd of June, 2020, from the Ghana Education Service, they wish to emphasize the major issues that make up our concern for your perusal.
- Many of us completed our degree programs between 2014 and 2018.
- We all did Sandwich and Distance programs. Our programs were done during weekends and vacation periods, hence not affecting regular class sessions or periods.
- Most of us were supposed to be upgraded to Principal Superintendent (PS) in 2017, 2018, and 2019.
- We had no idea of approval letters being part of the requirements for upgrading when we applied for admission to do our various degree programs.
- Our colleagues who were upgraded in 2015 – 2019 were not asked to submit any approval letter as part of the requirements.
- The District Ghana Education Service office where we presented our documents for scrutiny and upgrading did not request for any approval letter.
- For some of us, our documents have been at our various Ghana Education Service Regional offices since 2017. There too, the approval letters were never requested until recently.
- Some of our colleagues that we completed our degree programs before they completed, that is after 2016, have even been upgraded without approval letters, while we still remain un-upgraded
- Some of our colleagues in various places such as the Ashanti and Eastern Regions amongst others have been duly upgraded without the approval letters
- Our district directors have bluntly refused to give us the approval letters mainly claiming that they were not the directors in charge when we applied for admission to do our degree programs.
The group has pleaded with the GES to reconsider its decision and upgrade them to the Principal Superintendent (PS) rank.
